The denial of a charter petition by a school district can be appealed to the County Board of Education within thirty days of the denial. At its September 30, 2020 meeting, after denying Caspar Creek’s petition, the MUSD board directed an ad hoc committee to initiate discussions with Caspar Creek to explore possibibilities for Caspar Creek’s continuation. Following that meeting, MUSD notified Caspar Creek that the ad hoc committee wished to wait until after the October 30, 2020 appeal deadline before initiating such discussions. Left with no other option, Caspar Creek then submitted its appeal to the Mendocino County Board of Education on October 30, 2020.
The proposed timeline for the appeal process is as follows:
- January 11, 2021 Public hearing concerning the provisions of the Petition and the level of support for the Petition by teachers, employees, and parents;
- January 24, 2021 Publication of findings and recommendations;
- February 8, 2021 Determination of whether the Board will grant or deny the Petition.

“Telecommuting members of the public who wish to address the Board during the Board Meeting are asked to please fill out this form [which doesn’t seem to be working] prior to the start of the meeting. Staff will make all attempts to share and record any submissions received prior to the Board Meeting. However, depending on timing, late submissions may be provided to the Board after the conclusion of the meeting. Public comments are limited to three minutes per speaker.”
